Can anyone tell me what this means, how I got it there, or how to get rid of it? It prevents my ability to edit dependency relationships between tasks.

The green lock means that inspector tab should remain visible even if you select something for which that tab doesn’t apply. Usually, if your currently selected inspector tab isn’t relevant to your selection, the inspector will select a different tab that is. Double-clicking on an inspector tab will disable this behavior until the next time you manually select an inspector tab.
It shouldn’t have any effect on your ability to edit relationships, though. Can you make sure you have some tasks selected and try again?
