Group vs indent?

Under organize, I have choices to group/ungroup and indent/outdent

is there a difference?

So far: If I select multiple items and group them, I’m asked for a new action group name.

If I indent them, then whatever was above them becomes the action group.

The grouping has the advantage that I can command-click separate items and they will be gathered under a new action group.

So: Are the 4 commands just different ways to the same data structure or is there something invisible about groups vs indents?

The end result is exactly the same.

As you already noticed, the only difference is that the “indent” action converts an existing action to the group above, and that “group” action creates a new group.
