How do you create folders for tags?

As the subject; How do you create folders for tags?

I know it can be done, I have seen it on several tutorial videos and sites, but none tells me how it can be done…?

I’m on my iPad now and have tried this for more than an hour. Wtf am I missing!?? :(

I’m presuming you mean tag groups? You can add a tag to another as a subordinate on iOS by going to Tags, tapping on the tag in the outliner to see the tag inspector, then use the move button. Here it is on iPhone:
