Links to objects between layers

I am creating a network diagram and am using multiple layers for different aspects of the network. What I need to do is create a link between objects on one layer and another so that when I move the top layer object the other layer stays linked and moves with it, if that makes sense. Preferably where I could mouse over or click on the object in the visible layer and it would pop up the information hidden in the layer below.

Is this something that is possible? My guess would be yes and I am just too new to OG to figure it out. Any assistance would be greatly appreciated.

Actions, also known as “Interactive Actions” and the Action Browse Tool in OmniGraffle Pro may be what you are looking for. You can show/hide layers and jump to a canvas or layer.
