Making an entire huge diagram expandable and how to use it?

I have a huge diagram.

I want to make the entire thing subgraphes.
Then I would like to know what is the best way to use the diagram? An app to view it? Making a web page? I need to study this diagram. Obviously it’s a pain printing it.
