"Not Flagged" not an available status for perspectives?

Not seeing it — and simply not including “Flagged” among the desired statuses doesn’t do it.

You’ll want to do something like this, where you have a “None” group with “State: With a Flag” as it’s only child.

Then, if you have other rules, you’ll need to make sure the whole thing is wrapped in a “All” group, with any other rules in their own groups.
