I also notice issues with pasting with the current version of OmniOutliner for iOS. My workaround is to force quit OO and the reopen it, this fixes it usually.
Unfortunately, I wasn’t able to reproduce this issue reliably. Once, even pasting of text copied from within OmniOutliner failed.
