It appears that, unlike in the find command, Omnifocus 2 does not allow Regular Expressions in Perspectives. Is there anyway to create a Perspective that filters negatively (anything but) a particular context or project?

I have run into the same issue. I need to create a perspective that relies on regex search through keywords and tags. Turns out I can not. Why?
I agree, would be very helpful to use regex in my searches
I suggest (each of) you to email Omni. That’s the only official way to have a feature (or support) request registered into their database.
