Resizing with snap to grid sometimes skips minor steps

This is better explained with a screenshot:

Grid parameters are as follows:

  • Major Grid Spacing: 4 px (black lines in the screenshot)
  • Minor Grid Steps: 2 (pink lines)
  • Snap to Grid

Objects and edges are aligned to the grid. The square that is resized is initially 8px wide. When resizing, I can make it 12px, 14px, 18px wide, but not 10px or 16px wide. Why?
