It seems like when I mark a project as reviewed, it will set a next review date for the specified increment from that date.

OmniFocus doesn’t support this functionality “out of the box”. I encourage you to request this feature by choosing Contact Omni from the Help menu (Mac) or Settings (iPhone, iPad).
In the meantime, @joebuhlig wrote a clever AppleScript that, when run, aligns weekly, monthly, and annual reviews to a specific date.
