Why "New Action" when in "Projects", but not in perspectives?

  1. Select “Projects” perspective
  2. Long-tap a project row
  3. See “New Action” is available
  4. Select a custom project hierarchy perspective.
  5. Long-tap a project row
  6. See that “New Action” is not available.

Why do 3 and 6 behave differently? I expected 6 to behave like 3. Can this be improved?
