I notice that Collapse All or Expand All are frequently unavailable when they should be available in OmniOutliner 5.3.4
I now see that when this happens, just use the mouse and touch a topic, essentially placing the outline in Edit mode. That will bring back the ability to CollapseAll/ExpandAll.
