Create a Project with the Following Actions and Sub Actions

I would love to be able to automatically create the following Actions and sub actions in a project is there a way to do this with a plug-in or AppleScript and is one better than the other?

Kaitlin Salzke’s excellent Templates for OmniFocus plug-in can be used to create template-based projects and action groups. You would still need a way to trigger the creation of this project or action group.
