As the title suggests, this is about being able to add tags to folders, so that any projects (and the respective tasks) created inside those folders would inherit the parent tags.

Interesting idea. I recommend emailing this request to the Omni Group by choosing Contact Omni from the Help menu in OmniFocus for Mac.
