Is it possible to create a guide that appears on every layer of my document?

Guides are a property of the canvas, so all layers of a single canvas do share that canvas’s guides. Are you wanting to share guides between canvases? If so, I believe we have a feature request on file for that. If you’d like to add your voice to the discussion, you can email us at omnigraffle@omnigroup.com and we’ll be happy to add your thoughts on that!
In case it helps, it is possible to drag a guide from one canvas to another. There’s also more information about creating guides in the online documentation here:
