Is there any shortcut to move tasks with keyboard?

I want to move tasks around, like 15min left or right.

Sorry, no, there isn’t a keyboard shortcut for setting the “Start No Earlier Than” constraint of a task. (You can get a list of all the keyboard shortcuts by choosing Keyboard Shortcuts from the Help menu.)
