The option applies also to action groups, not just projects.
Likely for most users creating action groups is more frequent than creating projects (much more frequent in my case), and this setting expresses whether you tend to think of tasks in parallel or sequentially overall. It’s trivially easy to convert a project to a Single Action List. Your suggestion would require creating a separate setting just for projects.
