Scroll bar use produces reverse effect

Odd bug. Only in OF4 on mobile, not in OF3 or any other app.

repro steps

  1. long press the scroll bar to select
  2. then pull down

expected

The bar moves down with my finger and the view shifts. Items below my screen move up into view from the bottom of the screen.

actual

The bar moves up, away from my finger, and the view shifts. Items above my screen move down into view from the top of the screen.

Note: If I change direction, the scroll bar jumps to correct position under my finger.
