When I type a new task Item like in either sequential or parallel and i press [enter] it adds the next task item ABOVE it. Essentially making the list backwards.

If you select an existing action, pressing return will create a new action below that action. If you select a project or action group, pressing return will create a new action at the top of the project/action group.
In other words, the return key creates a new action below the selected item. If nothing is selected, the action is added to the bottom of the project.
On a related note, if you select a project or action group, clicking the New Action (+) button or pressing ⌘N will create a new action at the bottom of the project/action group.
